Role purpose

To create and develop a national centre of expertise (CoE), leadership, education, and operational support to centre management teams in the strategy, and delivery of engineering services across the national portfolio. Sets the strategic direction, and provides national operational management and oversight for HVAC, vertical transportation, fire & life safety systems, HV & LV electrical distribution (excluding embedded retailer networks), and plumbing services. Assumes the role of business relationship owner with the related outsourced service providers and consultants and accountable for driving standards of asset inventory data and maintenance in line with Property & Facilities Management best practice. Provides CoE support and guidance to centre management teams nationally.

Key Accountabilities

Asset Inventory Management

  • Defines, implements and monitors a national strategy for ‘equipment’ asset inventory which captures key data points including age, condition, replacement value and key monitoring indicators, such as business criticality, and regulatory compliance activities.

  • Develops a business policy and management process which can be digitised and easily adopted across the portfolio.

  • Educates and supports centre management teams to maintain alignment with policy and standards through the design and development of data quality metrics and dashboards.

Service & Maintenance

  • Partners with specialist outsourced suppliers to define, digitise and implement maintenance standards and plans for all equipment assets.

  • Ensures maintenance plans achieve regulatory compliance through alignment with Australian Standards, local code or minimum standards defined by VCX.

  • Ensures appropriate levels of maintenance documentation are readily available in digitised form for all business critical and regulatory compliance activities.

  • Develops and implements a maintenance contract performance monitoring process that supports oversight locally, regionally, and nationally.

Supply Chain Management & Procurement

  • Partners with VCX Procurement to develop and maintain positive relationships and desired cost and service outcomes with third party service providers and consultants (for the designated categories of spend).

  • Develops and owns the business requirements for contract renewal, renegotiation, and market tested activity for the designated categories of spend).

  • Supports centre management teams with contract management support through structured KPIs and feedback channels which are developed in partnership with VCX procurement.

Process Optimisation

  • Acts as subject matter expert for business processes related to equipment asset inventory management, service & maintenance, and contract performance management (for the designated categories of spend).

  • Partners with internal and external enabling technology owners to optimise operating processes, in particular impact upon our centre management teams.

  • Embrace opportunities to centralise standard (location agnostic) administration practices that will lead to better data quality and/or increase available capacity for centre management teams.

Energy & Sustainability

  • Understands and supports corporate sustainability goals through the provision of engineering services, in particular the development and implementation of energy performance management initiatives.

  • Partners with VCX Sustainability team to enable best practice operating standards insofar as they related to the designated categories of spend.

Work Health & Safety

  • Understands and supports Work Health & Safety obligations through the provision of engineering services, in particular the development and implementation of safe working practices in restricted areas, in relation to equipment isolations and through contractor service and maintenance practices.

  • Develop and embed a system of management, audit, and review activities for the designated categories of spend.

Quality & Assurance

  • Partners with other functions to develop and implement a Centre Assurance Programme (CAP) that monitors operational compliance with VCX standards and best practice for Engineering Services.

  • Acts as subject matter expert for key performance indicators and business risk metrics that underpin digital process standards.

  • Leverage internal data & analytics capability to monitor best practice standards adoption, safety and compliance levels across the portfolio and develop controls to drive continuous improvement.

People Leadership & Development

  • Co-ordinates 6-monthly Centre Operations Team face-to-face training sessions in each of QLD, NSW, Vic/Tas & SAWA, to develop knowledge on Engineering best practice.

  • Develop and implement an Engineering services Induction for all new Operations Managers along with a process of delivery in their first 30 days.

  • Ensures regular communication and support with Senior Ops Managers in each region.

Capital Works Delivery

  • Supporting the centre and capital delivery team in the formation of 10-year Capex plans to ensure capex spend is allocated in accordance with compliance and critical life safety related items.

  • Develop strategies to leverage asset and maintenance data to continuously improve equipment repair v replace decision to optimise VCX total cost of ownership.

Industry Knowledge & Best Practice

  • Maintain senior stakeholder relationships with key contractors and consultants as well as industry peers to ensure that as an organisation we are constantly evolving and leading best practice concepts through our centres.

Experience & Capabilities

ESSENTIAL EXPERIENCE (what you have done)

  • Mechanical or Electrical services trade qualification (ideally to degree level).

  • 5+ Years in Centre Operations / Engineering Services / Facilities Management. 

  • Energy Demand and Efficiency Management.

  • Contract Management &/or Procurement of technical and labour services contracts.

CRITICAL KNOWLEDGE (what you need to know)

  • Work Health & Safety Legislation, Codes and Standards.
  • Basic to Intermediate levels of knowledge in MS Office applications, including Excel for data and basic pivot tables.
  • Asset and maintenance management standards and principles.
  • Focused on driving change and making the business sustainable into the future.
  • A demonstrated ability to lead a small to medium team.
  • Your broad industry knowledge will allow for you to understand and influence the Regions Energy Strategy, Waste strategy and other strategic initiatives.
